maybe it's time you did some work on the jetta then ;D, he should run 9 l /100 km and not 15 l / 100 km

Service and co level check. U can adjust the fuel mix on the fuel distributer if u have a mk2 cli.

What is your Niva giving? Niva is doing 9.7km/L local in comparison to the jetta's 8.9km/Llocal
